Shri Montek Singh Ahluwalia is currently the Deputy Chairman of the Planning Commission for India. He has been a key figure in India's economic reforms from the mid 1980s onwards. For his outstanding contribution to economic policy and public service, he was conferred the prestigious 'Padma Vibhushan' by President of India in 2011.
            Shri Ahluwalia has written on various aspects of development economics, including Indian economic policy and his articles have been published in a number of prominent Indian and international journals and books. He co-authored "Re-distribution with Growth: An Approach to Policy", published in 1975. He also wrote Reforming the "Global Financial Architecture", which was published in 2004 as Economic Paper No. 41 by the Commonwealth Secretariat, London.
Dr. Pramod Deo Plenary Speaker
            Dr. Pramod Deo is Chairperson of Central Electricity Regulatory Commission, India. Dr. Deo holds a post-graduate degree in Physics, a doctoral degree in Infrastructure Economics and has done post-doctoral research in Energy Policy and Economics. He is also co-author of three books on energy planning, energy management and regulatory practice.
            Dr. Deo has 30 years of experience in the Indian Administrative Service (IAS) of which more than 20 years of experience has been at both policy and project management levels in the energy sector. He has worked in the power sector in the Ministry of Power, Government of India, Department of Energy, Government of Maharashtra and international institutions like UNEP and AIT.
            Dr. Deo is a recipient of the World Wind Energy Award 2005 from World Wind Energy Association for his outstanding achievement in the dissemination of wind energy. Confederation of Indian Industry (CII) selected him for their national award "Distinguished Personality - Energy Management" for the year 2006.
Dr. Guanghua Wan Plenary Speaker
            Dr. Guanghua Wan is Principal Economist at the Asian Development Bank. Previously, Professor Wan worked United Nations and a number of Universities in Australia and China. Trained in development economics and econometrics, Dr Wan is well-known for his research on inequality and poverty issues. By the latest ranking of REPEC, he is among the top 10% economists globally and top 5% in Asia.
            Having authored more than 100 professional articles and a dozen of books including two by Oxford University Press, Guanghua is a leading scholar on the Chinese economy and has been awarded honorary professorship by a dozen of top institutions in China including Fudan and Zhejiang Universities.
Dr. Davida Wood Plenary Speaker
            Dr. Davida Wood is a Project Manager with the Electricity Governance Initiative at the World Resources Institute. Prior to joining WRI, Davida was with USAID's Office of Infrastructure and Engineering, where she developed and managed a portfolio of projects at the nexus of democratization and energy sector governance. This suite of projects focused on improving transparency, accountability and public participation in energy sector institutions as well as building the capacity of civil society to effectively participate in sector decision making processes.
